REGULATIONS FOR STUDENT REPRESENTATIVES IN UNDERGRADUATE PROGRAMS (URV)

PREAMBLE
The role of the student representative fosters regular communication between students, faculty, and governing bodies. It contributes to student representation, providing representation from within groups or classes, and monitoring the course or degree program. The purpose of establishing a general system of student representatives is to promote ongoing dialogue between students, faculty, and faculty/administration officials.
ARTICLE 1. NATURE OF THE STUDENT REPRESENTATIVE
1. Student representatives are the representatives and spokespeople for the students in a course or group within a degree program.
2. Student representatives are chosen annually through a deliberative or electoral process, or until the next election is held. To this end, the head of teaching must facilitate the corresponding deliberative or electoral process.
3. Any student enrolled in compulsory courses is eligible to vote or be elected. Delegates must be enrolled in at least 50% of the compulsory courses corresponding to their group.
4. Delegates are responsible for promoting the representation and participation of the class or group of classes within a degree program, fostering regular dialogue with the faculty, represented by the head of the degree program, and thus contributing to the quality assurance assembly.
5. Each course or group of courses has one delegate. Exceptionally, there may be a sub-delegate in courses with a large number of students, which, at the request of the head of teaching, must be approved by the relevant vice-rector's office.
ARTICLE 2. RIGHTS AND FUNCTIONS OF STUDENT REPRESENTATIVES
1. The rights of student representatives are:
a) To be heard by the competent governing bodies within their area, especially by those responsible for teaching, in order to carry out the functions of representing the course or course group.
b) To receive information on matters affecting the student body, especially regarding ordinary academic operations, their activities, and matters related to governance by those responsible, center directors, and department heads.
c) To convene meetings they deem appropriate with the student body they represent, either on their own initiative, at the request of the course, course group, or a significant portion thereof, or at the request of the teaching director.
d) To have access to an interactive platform provided by the URV to convene meetings, hold online forums, and communicate with the student body, those responsible for teaching, and faculty, or by any other means if necessary. e) The delegate's activity is recognized as part of their educational activity, and credit may be awarded for this activity.
f) To resign as delegate.
2. The functions and responsibilities of the delegates are:
a) To defend the rights of the student body of the course they represent (organized into courses or course groups) and ensure compliance with their duties according to the code of ethics and new practices (currently being prepared).
b) To regularly consult with the group they represent regarding academic dynamics and to regularly report on their interactions with academic authorities.
c) To communicate the concerns, needs, problems, and proposals of the class or class group to the teaching staff and other representatives of the center. In this regard, the delegate or those meeting with the group or a significant part of it should not act on their own behalf.
d) To make their contact information available to their representatives and facilitate communication with the relevant parties, especially the representatives. e) To meet regularly or maintain written, digital, or telephone communication with the heads of teaching, the governing bodies of the Faculty or center, and to attend the meetings to which they are summoned.
f) To inform students about the activities carried out during the performance of their duties, relevant events occurring at the URV, the activities and actions of the Center's Student Council or the URV Student Council, and all other matters of interest to the student body.
g) To contribute to the quality of the degree program through their input on the Internal Quality Assurance System (SIGC) and the processes of verification, monitoring, modification, and accreditation of the degree program (VSMA framework).
h) To participate, if necessary, in the Center's quality committee and in the working committee created for the verification, monitoring, or accreditation of a degree program.
i) To promote the proper use of materials and facilities, and to report any problems.
j) Maintain confidentiality and respect the anonymity of any personal data to which they have access in the performance of their duties.
k) Actively participate in the URV Faculty Student Council and promote student participation in all other areas of student representation.
l) Perform their duties with the utmost respect and consideration for the interests of their fellow students. They must also be considerate towards professors, teaching staff, and the governing bodies of the Faculty or school, as well as the URV as a whole.
m) Performance of these duties may result in the loss of their status as a delegate at the request of their representatives and the teaching staff, subject to approval by the Dean and the relevant Vice-Rector.
ARTICLE 3. ORGANIZATION OF STUDENT REPRESENTATIVES
1. The course or course group will be the forum for deliberation and proposal of initiatives undertaken by the student representative. Efforts should be made to reach maximum consensus among the student body. If this is not achieved, the representative must gather the various proposals.
2. Student representatives must be aware of the opinions agreed upon with their classmates before meeting with academic representatives. After each of these meetings, they must report on the matters discussed.
3. Student representatives must periodically report on the concerns and proposals gathered to the representatives on the Faculty or Center Board and to those on the Department Council. 4. Deans and center directors, or their designees, must convene the student representatives at least once per semester to review academic activities and other aspects related to university services.
ARTICLE 4. ELECTION OF THE STUDENT REPRESENTATIVE
1. At the beginning of the academic year, the student body must receive information from the teaching coordinator regarding these regulations and the date of the student representative election.
2. The teaching coordinator must announce the date and time of the election one week in advance, collect the nominations, and oversee the election, which must take place at the end of a class in a required course.
3. Elections for the student representative for the course or course group are conducted by universal, direct, and secret ballot. All students enrolled in required courses are eligible to vote.
ARTICLE 5. RECOGNITION OF STUDENT REPRESENTATIVES' ACTIVITIES
1. Given the important representational role that student representatives must fulfill, the University has approved the recognition of one credit for this activity. Representatives wishing to have their activities recognized should submit an application to the Dean's Office or the Directorate of their faculty or school.
2. Students interested in having their activities recognized must prepare a report detailing their activities, including all meetings held with faculty or school officials, information provided to fellow students, and inquiries answered by other students. Teaching staff must evaluate this report, as well as the meetings (interviews, etc.) held with the student representatives. The Dean's Office must forward the evaluation report to the Academic Management Service, which will then award this credit to the corresponding students.
FINAL PROVISION
This regulation enters into force the day after its publication in the Official Bulletin of the URV.
